ESSENTIAL QUALIFICATIONS:
A recognized university degree in Mechanical Engineering, Chemical Engineering, Civil Engineering
or other engineering speciality relevant to the duties of the position.
Recent*, in-depth** experience in the oil or natural gas or natural gas liquids industry.
Experience with pipeline design or pipeline maintenance or pipeline operation or pipeline
construction or pipeline accident/incident investigations.
Experience with writing, reviewing or editing technical or accident reports.
Note:
* Recent has been defined within the last 5 years.
**In-depth has been defined as having a thorough knowledge and understanding of the degree or
depth of complexity of the petroleum industry which knowledge and understanding was attained
through university studies as well as first-hand work related experiences in the petroleum industry.
"Petroleum" means oil, natural gas, and/or natural gas liquids.
Knowledge of Acts, or Regulations, or Policies, or various rules and procedures related to pipeline
engineering applicable to oil or natural gas or natural gas liquids pipeline accident investigation and
safety matters.
Knowledge of the theory and principles of pipeline engineering as this relates to the design,
construction, maintenance and operations of oil, natural gas, or natural gas liquids pipelines.
Knowledge of investigative techniques pertaining to the identification of deficiencies in the oil or
natural gas or natural gas liquids pipeline.
Knowledge of pipeline operation practices and the relationships between major departments such as
Operations, Engineering, Equipment and Maintenance.
Knowledge of steel and plastic pipe fabrication techniques, as well as the various welding systems
utilized and the Supervisory Control and Data Acquisition (SCADA) systems.
Ability to resolve complex problems related to the investigation of deficiencies in the oil or natural
gas or natural gas liquids pipelines.
Ability to discover, accept and relate evidence with accuracy and precision with respect to the
investigation of deficiencies in the pipeline industry.
Ability to prepare detailed technical reports in a form that is understandable to the expert and the
public alike.
Ability to deal tactfully, when necessary, with senior pipeline officials.
Ability to analyze complex technical issues related to pipeline design, construction, operations, and
maintenance.
Ability to communicate effectively in writing and orally.

Expert witness experience at judicial and quasi-judicial proceedings.
OPERATIONAL REQUIREMENTS:
Consent to participate in a periodic stand-by system and be ready to deploy to an accident site on
short notice and at any time, including evenings and weekends.
Availability to work and travel during various periods of time and in extreme weather conditions.
ORGANIZATIONAL NEED:
Membership in one of the following designated groups: women, aboriginal peoples, persons with
disabilities and visible minorities.
CONDITION OF EMPLOYMENT:
Reliability Status. This factor is not used at the pre-selection stage. The Department is responsible
for the security clearance process.
To have a satisfactory health and physical condition (Category 3).
To possess a valid driver's license.
To accept occasional deployment to accident sites where there may be exposure to disagreeable
and difficult working conditions and to extreme climatic conditions.
Willingness to respond and travel on very short notice during and after normal working hours and on
holidays.
Willingness to participate in a "Standby" system on a rotational basis.
Acceptance to undergo TSB required training and to comply with TSB established investigation
methodologies, procedures and practices.
Adhere to TSB Occupational Health and Safety policy medical requirements.

Challenge
The Transportation Safety Board (TSB), is an Independent Agency of the Government of Canada that
conducts independent transportation investigations into the Pipeline Industry of Canada for purposes
of identifying under-lying safety deficiencies and unsafe acts which lead to the production of an
investigation report together with Findings and Recommendations for Change. The ideal candidate
will be a professional engineer and have extensive experience in the oil, natural gas and/or natural
liquids industry in Canada, preferably with pipeline experience, and with progressively greater levels
of job responsibility. This experience will have been gained from working in a design, construction,
operational and/or accident/incident investigation capacity.
